The acting head of the Interregional Directorate of Rosalkogolregulirovanie (RAR) for the Central Federal District, Sergey Paltsev, was placed under house arrest for two months as part of a large-scale investigation of beer-related abuses, which was launched by the metropolitan department of the Russian Investigative Committee (ICR). The investigation also questioned the deputy head of the RAR, Irina Golosnaya.
The Presnensky court of the capital sent under house arrest until January 20 and. about. Head of the Interregional Directorate of the Federal Service for Alcohol and Gas Regulation of the Central Federal District Sergey Paltsev. He was charged with abuse of power, which entailed grave consequences (part 3 of article 285 of the Criminal Code of the Russian Federation). The Moscow Main Investigation Directorate of the Investigative Committee, which is conducting a large-scale investigation of abuses related to the circulation of beer, has filed a petition with the court for a preventive measure.
According to Kommersant’s information, the FSB materials became the reason for initiating a criminal case. As part of the criminal case, searches and seizures were carried out in the department headed by Mr. Paltsev.
Almost simultaneously with the court hearing, which sent Mr. Paltsev under house arrest, the deputy head of the Federal Service for Regulation of the Alcohol Market Irina Golosnaya was called for interrogation in the Investigative Committee. It is worth noting that she headed the interregional department for the Central Federal District for seven years, after which she was appointed to her current post on December 30, 2018. The interrogation continued until late in the evening; the procedural status of Mrs. Golosnaya could not be clarified.
In turn, representatives of the industry note that the deputy head of PAP is a very influential person in the alcohol market. At the same time, Kommersant’s interlocutors remind that she began her career in RAR under the earlier head of the department, Igor Chuyan, who at the end of 2018 was charged in absentia under part 3 of article 33 and h. 2 Article 201 of the Criminal Code (organization of abuse of authority, entailing grave consequences). Now he is put on the international wanted list. According to Kommersant’s sources, Ms. Golosnaya enjoyed the trust of Mr. Chuyan, which was associated with her successful career advancement. Therefore, her appointment to the post of deputy head of the Rosalkogolregulirovanie even under the new head of the department seemed rather unexpected. “Many were extremely surprised when Igor Aleshin (current RAR leader -“ Kommersant ”) appointed her deputy as a substitute,” said one of Kommersant’s interlocutors.
According to Kommersant’s sources, the investigation of the TFR is connected with offenses in the brewing industry. In particular, we can talk about evading companies from paying excise taxes, as well as illegal production and circulation of beer outside the EGAIS system.
So, according to Kommersant’s sources, in the course of searches in the warehouses of one of the distributors, beer was discovered that was produced by Trekhsosensky Zavod LLC, which, according to documents, was brewed. Such a change in product name is easily explained - kvass, unlike beer, is a product for which excise duty is not provided.
Also, according to sources, the investigation may concern the production of low-alcohol cocktails under the guise of beer drinks. From 2013 to the present, the excise tax rate for beer drinks was noticeably lower than for low-alcohol cocktails, and budget losses from such an imbalance were estimated at 16 billion rubles.
