Members of the Federation Council (Federation Council) introduced a bill to the State Duma, which proposed to introduce restrictions on the use of e-mail (email). In particular, the organizers of the e-mail service will have to ensure the transfer of electronic messages only to those users of the network who are “identified in the manner established by the government of the Russian Federation”.
The authors of the document are the Chairman of the Federation Council Committee on Constitutional Legislation and State Construction Andrei Klishas, his first deputy Lyudmila Bokova and deputies Alexander Bashkin and Alexander Karlin. Changes are made to art. 101 of the Federal Law "On Information, Information Technologies and Information Protection."
“It is proposed to identify e-mail users using the subscriber number on the basis of an identification agreement concluded by the e-mail service provider with the service provider,” the explanatory note to the draft law says. At the same time, the organizers of the service will have to ensure the technical possibility of “refusing users to receive electronic messages from other users, as well as limiting mailing and sending messages,” which contain information that is prohibited for distribution in the Russian Federation.
The authors of the document expect that its adoption “will significantly reduce the number of false terrorist messages spread via e-mail services, create legal conditions for bringing criminals to justice, and reduce the economic damage from such messages.” The draft notes that the adoption of the law does not require additional expenses of the federal budget.
