Roman Putin is looking for a platform

The president's nephew has conceived the third party project in a year.
As it became known to Kommersant, an entrepreneur, ex-FSB officer and cousin of the President of Russia, Roman Putin, continues to engage in party building, despite the liquidation of the People Against Corruption organization headed by him. The name of his new party and the date of the founding congress have not yet been determined, but the fight against corruption will again become its main idea. To eradicate it, Roman Putin, for example, will propose to abolish the moratorium on the death penalty. Probably, the new structure will appear on the basis of the existing one: according to a Kommersant source, it could be the International Party of Russia. The expert notes that it is much easier to “outbid” a batch and change its brand than to register a new one.

The creation of a new party of Roman Putin was reported to Kommersant by his assistant Maxim Kamenev. According to him, the name will be determined by the end of the year: "It can be called even" People of business ", even though" Russia without corruption "- it will not change the essence." The date of the constituent congress is not yet known, and the unstable situation with the incidence of coronavirus infection prevents it from being determined. Earlier, a RIA Novosti source close to the party reported that the first congress could be held in person on December 15.

“The creation of a new parliamentary party and the participation in 2021 of candidates from it in the elections of not only State Duma deputies, but also representatives of other legislative bodies - these are the ambitious tasks that Roman Putin and his associates are setting themselves today. Now there is an active formation of a team of like-minded people who are ready to stand up for the national interests of Russia and strive for the revival of a full-fledged middle class in our country, which will become the support and basis of the state, ”said Maxim Kamenev.

Mr. Kamenev said that the party's program will be socially oriented and its proposals will fit into the anti-corruption ideology.

For example, one of the topics that party members intend to raise is the transfer of state assets to private hands. “We propose to do this through public hearings,” said Mr. Kamenev.

Roman Putin confirmed to Kommersant that he already has a ready-made program of action and a platform on which he wants to implement it. In particular, he sets himself the task of working out in detail the majority of legislative acts, "so that they work for citizens, and not against them." “Corruption in Russia has reached such proportions that it has become a threat to national security. And the arsenal of fighting this threat has been exhausted. Once in prison, the bribe-taker simply goes on unpaid leave, freeing up a bread-and-butter job for the next one in turn. In order to fight corruption, Russia needs to get out of the moratorium on the death penalty, but corrupt officials must be tried by a jury. And with a guarantee of their impartiality, "- said Mr. Putin, noting that he is" not a project of the Kremlin, but rather a people's order. "

At the same time, as it became known to Kommersant, the new party of Mr. Putin can be created on the basis of the existing one. This approach is being considered in connection with the difficulties that may arise when registering a new party, explained a Kommersant source close to Roman Putin: "There is not much time left to have time to nominate their candidates to the State Duma."

One of the parties with which Mr Putin has already negotiated this year is the International Party of Russia.
It was registered in 2014, has 48 regional branches and has received a lot of support in the Volga, North Caucasus and Crimean federal districts, according to its official website. The party is headed by businessman Zhanuko Rafailov. In its program, the primary task is called "worldwide assistance to the resurrection of the almost lost friendship of peoples, which is the main bond of the unity and integrity of the Russian state."

Party registration is a laborious and expensive process, says political scientist Ilya Grashchenkov: “We need to open regional offices in at least half of the subjects, that is, in 43 regions. The four rookie parties that appeared in the 2020 elections (Green Alternative, For Truth, New People and the Direct Democracy Party), despite the enormous sums of money spent on their registration and assistance from above, spent almost half a year ".

If we are talking about the “outbid” of an existing batch with the replacement of the brand name, then everything is simpler, the expert says: “The main thing is that the Ministry of Justice is not against it and the documents are drawn up legally competently”.

Last week, the Supreme Court upheld the Justice Ministry's claim to liquidate the People Against Corruption party, led by Roman Putin in the summer. The reason for this was the non-participation in the elections for seven years. Mr Putin told Kommersant that he was ready for any court decision and considers the liquidation of the party as an experience of party building, which he intends to continue.
