Former governor of Tula has gone to jail without his bribe

Former governor of the Tula region Vyacheslav Dudka was yesterday sentenced to 9.5 years in a strict regime. The court found him guilty of receiving 40 million rubles from GRINN corporation for the allocation of land for the construction of the hypermarket. The official who failed to get the bribe, said the sentence was "lawless".

To announce the verdict, the Soviet District Court of Tula gathered together in the largest room, but still didn't accommodate all the participants. Co-defendant ex-governor - the former director of the Department of Property and Land Relations of the Tula Region Viktor Volkov, for whom the state prosecution demanded 4-year term, came to the court with a big red sports bag. Vyacheslav Dudka was without things, but accompanied by his sons and elderly father. During the hearing of arguments, it was suggested that he would be sentenced for 9.5 years.

Announcing the verdict, Judge Igor Alifanov after TFR and Prosecutor's Office acknowledged Mssrs. Dudka and Volkov guilty of an offense under Part. 4 Art. 290 of the Criminal Code (bribery in especially large size). For the allocation of land to Green corporation in the amount of 2.5 hectares near the Kaluga road for the construction of a hypermarket with parking and power substation, Mr. Dudka using Volkov as an intermediate, requested 40 million rubles. Money in a box of wine and a box of wine from the managing director Dmitry Dobrynin Corporation in November 2010, was received by the then director of the State Unitary Enterprise "Tula Parks" Andrei Stepanov. He took both boxes to his dacha. Then he hid them in the garage and the trunk of the car. Only in January 2011, Mr. Dudka instructed him through an intermediary, that the received money should be divided into three parts: 30 million rubles should be given to someone from Moscow, 5 million rub. to be given to the governor and the rest Mssrs. Volkov and Stepanov intended to divide among themselves. By the time the accomplices felt interest to them on the part of the security services, and decided to transfer the money in a very difficult way. Mr. Dudka showed to Mr. Volkov a place in the forest near the governor's residence in Bogucharovo where the money had to be buried in the snow. But the last step never happened: the FSB came with a search warrant to the garage cooperative, where Mr. Stepanov voluntarily gave them money. On the participation of the then governor of the corruption scheme testified all his accomplices. Criminal proceedings of Mssrs. Stepanov and Dobrynin was cancelled due to the active cooperation with the investigation and for the lapse of time, respectively.

The main evidence against Messrs. Dudka and Volkov became their telephone conversations, during which they discussed the thesis of the latter. With the use of psycho-linguistic examination, the Investigative Committee of Russia established that officials had discussed the bribe. "In their language the thesis meant money, the academic council meant officials to who allocated land, and scientific director meant the corrupter," - said spokesman Vladimir Markin of the Investigative Committee of Russia.
