Khrunichev State Research and Production Center promised to breathe before death

The space company will still leave the site in the Moscow area of ​​Fili and even help her with the money. Whether the SCNC will be able to produce economically inefficient Angara launch vehicles remains a mystery.
The lands of the State Space Research and Production Center (Khrunichev) will not be sold, but will remain in the ownership of the enterprise. Such a decision was made at a meeting with President Vladimir Putin in Novo-Ogarevo on Wednesday. The head of state accepted the proposals for financial rehabilitation of the enterprise, Dmitry Rogozin, the head of the Roskosmos state corporation, told Kommersant after the meeting. According to "Kommersant", they are reduced to the preservation of production in Moscow, as well as providing the necessary support to the SCNPC from the budget.

The fact that the whole territory Khrunichev Khrunichev remains in the ownership of the plant and will not be withdrawn for sale, it became known after the meeting with President Vladimir Putin. In addition to Vladimir Putin and Dmitry Rogozin, Minister of Finance Anton Siluanov, Deputy Prime Minister Yuri Borisov, presidential aide Andrei Belousov, deputy commander-in-chief of the Military Space Agency, and commander of space forces Alexander Golovko attended the event in Novo-Ogarevo. In addition to other tasks that were discussed at the meeting, the president listened to proposals on the financial rehabilitation of the SCNPC and took a decision on the measures of its state support, which should be rendered immediately. Mr. Rogozin explained this by saying that "the center is a manufacturer of unique space rockets, with which the Russian space industry largely relates its future and the possibilities of bringing to orbit, including geostationary, payloads."

The general director of Roskosmos explained to Kommersant what the development strategy of the company, approved at the meeting with the president, consists in. First of all, the management of the state corporation does not plan to "take actions that could lead to the destruction of the enterprise collective".

Until the launch of the serial plant in Omsk (where the second production site of the State Scientific and Technical Center "Kommersant" is located), the process of creation of which will be jointly controlled by Roskosmos and the Defense Ministry, the production of the Angara in Moscow will continue, "Dmitry Rogozin told Kommersant. .

According to him, it was also decided to provide the necessary support to the company to relieve the pressure of loans, past fines and lost revenues due to the still unprofitable production, while refusing from the plans of the former administration to sell land to Moscow. The last point of the plan is the need to improve the working conditions of the KB "Salyut" (part of the SCNC and also located in Fili) and the support of the team.

Recall that the budget deficit Khrunichev Khrunichev is estimated at 96 billion rubles., And the total amount of losses of the SCNPC in 2017 (according to official reports) exceeded 23 billion rubles. At the same time, in less than four years, several loans worth 54 billion rubles were issued to him, in particular Sberbank and VEB, but the center could not pay for them, because of this, at the beginning of this year, the State Gas Control Center asked the state for financial support in 30 billion rubles. The former management of the state corporation, as previously stated by Kommersant's interlocutors in the industry, planned to reduce the company's debt by selling the land of the center in the Filevskaya floodplain, which would bring about 25 billion rubles. The option of selling land to the city was considered.

As reported by Kommersant on July 26, Dmitry Rogozin instructed to work out an alternative option for the development of the Moscow site of the Khrunichev Center. The new plan assumes that the Omlet Production Association Polet will focus on the mass production of universal rocket modules for a new missile, and in Moscow - design bureaus and an experimental plant in the Filevskaya floodplain.

In addition, now, Kommersant sources say, financial support to the enterprise will be provided from the budget. The enterprise will be able to support the accelerated implementation of contracts for the supply of Proton carrier rockets, which will allow to load the plant's capacity in Fili for the coming years, as well as the deployment of the Sfera satellite system. In particular, in order to put into orbit about 640 of its satellites, at least 25 Angara missiles will be required.
