The Bank of Russia decided to appoint a temporary administration to Promsvyazbank, sources told Kommersant, who are familiar with the situation. It is not ruled out that the bank will be reorganized. Taking into account the fact that the bank is systemically significant, it can get on recovery to the Central Bank fund. Bank Vozrozhdenie, which is also part of the holding company Promsvyazkapital, is not likely to be rehabilitated - the bank has avoided this fate, as shareholders have timely canceled its accession to Promsvyazbank, but will soon change owners.
According to the interlocutors of Kommersant in the banking market, a decision was made to enter Promsvyazbank, the beneficiaries of which are the brothers Dmitry and Alexei Ananyev, the temporary administration. According to Kommersant sources, including those close to Promsvyazbank, an urgent meeting was held at the Central Bank at around 4 pm in the evening with the participation of the first deputy chairman of the Central Bank Dmitry Tulin and the director of the banking supervision department of the Central Bank Anna Orlenko. By seven in the evening, according to Kommersant's interlocutors, the fate of the bank was resolved, and it only remained to approve it at an expanded meeting at a higher level, which happened by 23:00.
Given that the Central Bank had the task of keeping Promsvyazbank afloat for as long as possible, it is possible that the reason for the rush is the forthcoming publication of accounts, which may show a violation of the standards and the availability of a card file.
The other day the newspaper "Vedomosti" wrote that the Central Bank demanded from Promsvyazbank to create about 100 billion rubles. reserves. Analysts called this amount "awkward" for the bank.
The press service of Promsvyazbank shied away from the comments. The Central Bank does not comment on the acting banks.
Bank Vozrozhdenie, which is part of the same group as Promsvyazbank, will most likely not fall into the rehabilitation fund, but will be sold to a third-party investor. In autumn, the majority shareholders of Vozrozhdenie refused to join him to Promsvyazbank and thought about putting it up for sale (see "Kommersant" on November 10). The idea to sell "Revival" was preceded by an unexpected announcement of the owners of banks that their planned association was postponed for an indefinite period. This decision was made on October 26 by extraordinary shareholders' meetings of each of the two banks.
Now, in all likelihood, Mrs. Ananyeva will lose the right to own large stakes in banks and hold high-ranking positions in connection with the problems of Promsvyazbank.
