The Ministry of Defense can get a contract for the construction of the Elegest-Kyzyl-Kuragino railway (410 km), investments in which are estimated at 192.4 billion rubles. Last year, the railway troops completed the bypass of Ukraine with the length of 137 km by order of Russian Railways, and, according to Kommersant, this experience was deemed successful by the government. The Kyzyl-Kuragino branch is needed for exporting coal from the Elegest deposit in Tuva, the concession project is being implemented by the Tuvan Energy Industrial Corporation (TPPK) Ruslan Baisarov, the Leader MC and the Russian Railways. The profitability of the order for the Defense Ministry will be about 5%, experts believe.
The military is ready to begin construction of the Kyzyl-Kuragino railway in 2018, Defense Minister Sergei Shoigu said on May 3. The branch should connect Khakassia and Tuva, it is supposed to be operated within the concession for the transportation of coal from the Elegest field. The first deputy head of the TPPK Andrey Churin said in April that the commissioning of the railway, the mine, the first stage of the factory (6 million tons per year) and the port is planned for the third quarter of 2023.
According to "Kommersant", after the military in 2017 coped with the order of JSC Russian Railways for construction for 50 billion rubles. the railway bypassing Ukraine (Zhuravka-Millerovo, length 137 km), the government began to lean towards connecting the Ministry of Defense and the Kyzyl-Kuragino project. Sergei Shoigu, a native of Tuva, as early as 2014, proposed to extend this line to China (the idea was recently supported by the heads of Khakassia and Tuva). In addition, the Minister of Defense directed the archaeological expedition "Kyzyl-Kuragino" of the Russian Geographical Society (2011-2016). According to Kommersant's information, the Ministry of Defense also supported the connection of the agency to the road project, since its rapid implementation has a positive political potential.
The owner of the road, according to the terms of the concession, will be Russia (the endorsee is Roszheldor), but the concessionaire is responsible for financing and construction. When a contract can be concluded, it is unclear. In TPPK, the Ministry of Defense and the Ministry of Transport did not respond to Kommersant, JSC Russian Railways refrained from commenting.

The choice of the Ministry of Defense as a contractor should not raise questions among buyers of infrastructure bonds, Mr. Burmistrov believes. In his estimation, the profitability of the contract will be less than 10%, "and with a correction for risks is good, if it turns out 4-5%."
