Russian Prime Minister Dmitry Medvedev has authorized the transfer of rights to use subsoil plots where the North-Parusovaya and Semakovskoye oil and gas fields are located, to RusGazAlliance. The relevant documents are published on the official Internet portal of legal information.

Since 2007, licenses for exploration and production of minerals at both fields in the Yamal-Nenets Autonomous District belonged to one of Gazprom's subsidiaries, OOO Gazprom dobycha Yamburg. In April 2017, this company became one of the founders of RusGazAlliance, receiving 50% of its capital. The second half belongs to RusGazDobycha, whose beneficiary is Artyom Obolensky, chairman of the board of directors of the Armbusinessbank and Boris Rotenberg of the SMP Bank.

In September 2016, Gazprom and RusGazDobycha agreed to jointly develop the Parusovoye, Severo-Parusovoy and Semakovskoye fields, and in April 2017, they established a joint company to implement the project. At the end of May 2018, Gazprom reported that its head Alexei Miller and chairman of the board of directors of RusGazDobychi Artem Obolensky discussed the development of deposits in Yamal at a special meeting.

The Semakovskoye gas field, located 120 km to the north-north-east of the village of Yamburg, unites the water area of ​​the Taz Bay and the adjoining land. The Gazprom report for 2014 reported that the explored gas reserves at the Semakovskoye field increased by 47.9 billion cubic meters. The Severo-Parusovoye field is located in the Nadym district of the Yamal-Nenets Autonomous District, in the Gazprom report for 2015, the introduction of its reserves in the audit explained the increase in the company's proved and probable reserves.
